[Pa-furry] Puppet Building

I am wanting to go to the Renaissance Fair for the fur gathering in 
October, but I want to bring a friend - a puppet. I want a dragon puppet 
but the ones I'm finding on eBay don't match my comic book character 
that I draw. Meaning, the premade puppets are real looking while I need 
something doofus looking. (See, to get him hatched out of his egg, he 
was dropped to crack the shell which also cracked his head.) Also, my 
dragon character is a baby, while the manufactured ones are adults.

My dilemma is that I need some assistance in making a puppet. Anyone got 
any hints, tips or etc? I've tried to carve it out of cushion foam and 
all I did was make a lopsided mess. Next attempt, I am going to use 
sheets of foam to make the head and neck. If I screw this up (and I've 
got a 50-50 chance, maybe even an 80/20), I don't know what I'll do. :-S
